§ 2.03. THE PRESIDING OFFICER.

    PRESIDENT TO PRESIDE. The Village President shall preside at all Village Board meetings. In the absence of the President, the Clerk shall call the meeting to order, and the Trustees present shall elect one of their number President Pro Tem.

    DUTIES. The presiding officer shall preserve order and decorum, may speak to a point of order in preference to any member, shall decide all questions of order and shall conduct the proceedings of the meeting in accordance with the parliamentary rules contained in Robert's Rules of Order, Revised, unless otherwise provided by statute or by these rules. Any member shall have the right to appeal from a decision of the presiding officer. Such appeal is not debatable and must be sustained by a majority of the members present, excluding the Village President.

    PRESIDING OFFICER'S PARTICIPATION IN DEBATE. (Am. Ord. #4-05) The presiding officer may participate in discussion and debate and may make and second motions. However, in order to avoid compromising his or her role as an impartial presider, he or she may choose to vacate the chair to do so. Should members perceive that the chairperson's participation is interfering with his or her role as presider, they may require that the chairperson designate a trustee to temporarily preside over the meeting and vacate the chair. After the conclusion of the chairperson's participation in discussion and debate, the chairperson may resume the chair.
